May 29, 2018 – Front Entrance Temporary Closing

The front entrance to the library building will be temporarily closed starting May 30 or May 31, 2018. Please plan on using the side entrance by the dumpster area for the time being. Another egress is the back patio just past the side entrance.

May 9, 2018 – Construction Fences Going up

Phase 1 is starting! O’Haver Contractors have moved in and are updating their schedule of when they will start construction. What we do know right now is that construction fencing will go up starting around Wednesday May 16, 2018 which will limit access to the building.

After the new fencing goes up, there will be a panel to enter the front door but as soon as the demo crews are ready to start, the front door will be closed off. The only entries into the building will be the door by the long hallway and the back patio door. This front door closure should last about 3-4 months.

During this phase, the book drop will be moved across from the walk up gate and the circle by the flagpole and the parking lot by the Butterfly Garden will also be inaccessible. Part of the lower parking lot and the area by the dumpster will also be closed off with construction fencing.

Expect to see a new door in the long hallway by the meeting rooms which will be placed between Rooms B & C. The construction Superintendent, Roger DeLeon, will be using the storage room as his office and this door will limit the subcontractors from going into the main building area during the construction.

May 6, 2018 – Building Permit Issued and Move to Annex

The City of Bulverde issued the building permit for the expansion/renovation of the library May 2, 2018. O’Haver Contractors will begin moving in and mobilizing the site during the next week. Expect lots of changes very soon. Programming has already begun at the annex and the adult programming/marketing team: Bethanie, Lacee, Debbie, have already moved. The makerspace equipment and Daniel are also moved into the annex. You may also see Susan and Katy working down there to cover some shifts. We’ve added a tab for the expansion calendar, it will be updated as we know more.

April 26, 2018 – RFQ for Materials Testing and Inspection

The Bulverde Area Rural Library District has issued a Request for Qualifications for 3rd party Materials Testing and Inspection.  If you are interested, please respond by May 2, 2018.

March 26, 2018 – March Updates

The library project is underway. Since the beginning of the year a lot has happened.

January 18 : 5 bids were received.  The bids were carefully evaluated and the choice of #1 was made by the end of the month

MID February to mid March: extensive review was conducted of items suggested for Value Engineering to ensure the library will be completed in the most cost effective manner while creating a beautiful environment.

March 12: the Notice of Award was given to O’Haver Contractors.

Mid March to April: completing details to be included in contract

Completing submissions to Texas Commission on Environmental Quality to ensure compliance and environmental care

Completing details of design items for structural security such as a retaining wall.

Tree survey marking trees to be removed

Meanwhile designs will be completed and reviewed by the city.

TCEQ will review the environmental and drainage plans.

COMING:

Upon approval of all plans by the city and TCEQ, the next step will be to clear the area around the library and begin work on the new site.

March 12, 2018 -Notice of Award Issued to O’Haver Contractors!

The Bulverde Area Rural Library District Board of Trustees issued a Notice of Award to O’Haver Contractors on March 12, 2018. During the next few weeks, the contract will be signed and the work on the expansion/renovation of the Bulverde/Spring Branch Library will begin! The official groundbreaking will be Monday, April 9, 2018 at 3:00pm.

February 18, 2018 – Bids for General Contractor Have Been Evaluated

In January the library building expansion committee received five bids for a general contractor.  All the bids were much higher than we expected but we decided to move forward with rating the contractors.   After evaluations, O’Haver Contractors came out with the highest number of points.  We worked with the architects, Marmon Mok, to find some areas we might be able to adjust in the plans that might help the cost come in line with what we are able to afford.  We met with the team from O’Haver in mid February to discuss the list and asked if they could value engineer the project.  They have asked for 2-4 weeks to determine if they can find enough to remove from the project to get it to an amount we can afford.  We hope to find out by early to mid-March when or if we will be able to proceed with the project.

January 4, 2018 – Updated Information on the Owner’s Representative and General Contractor Bidding Dates

site_plan_aug2017On January 3rd, the BSB Library building committee contracted with Dr. Diane DeSimone to act as the Owner’s Representative for the duration of the building expansion/renovation.  Diane has many years construction experience with her own company and taught construction methods, business practices and project management courses in the Construction Engineering Technology department at the University of North Texas.

Marmon Mok and the building committee held two mandatory walk thrus of the library for potential bidders on January 3 & 4, 2018.  A decision has been made to adjust the bidding deadlines as follows:

Monday, Jan 29, 2018 – Award contract, notify all bidders of results


The following is the previously posted (December 2017) advertisement regarding the Bidding Documents:

Sealed Proposals will be received by the Bulverde Area Rural Library District Board of Trustees, hereinafter referred to as Owner, until 2:00pm, Thursday January 18, 2018 (new date) at the Bulverde/Spring Branch Library, 131 Bulverde Crossing, Bulverde, TX 78163 for the expansion and renovation of the Bulverde/Spring Branch Library.

The project consists of interior renovation of an approximately 20,000 square foot library, an expansion of approximately 13,000 square feet to the existing building, and an expansion of the parking areas. The Owner anticipates a construction start date as early as February 2018 with a completion date in 2019.

The Owner selected Marmon Mok Architects in March 2017 to design the expansion and contracted with Library Consultant Denelle Wrightson for Furniture, Fixtures and Equipment services. Marmon Mok has developed the construction documents for the plan.

Bids will be publicly opened and read aloud at the Bulverde/Spring Branch Library following theclosing time stated above.

A mandatory walk through of the building is required. Two dates are available, Wednesday, January 3, 2018 at 1:30pm or Thursday, January 4, 2018 at 1:30pm.

Upon receipt of an acceptable bid, the Contract will be awarded within thirty (30) days after the opening of bids and the written contract executed within ten (10) days after the award is made.A cashier’s check, certified check, or Bid Bond in amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Checks or Bid Bonds will be returned to unsuccessful bidders. Endorse the Bid Bond in the name of the Owner as oblige, signed and sealed by the principal (Contractor) and surety.

• The security deposit will be returned to the Owner after delivery of all required Contract Documents by accepted bidder.

• Include the cost of the bid security in the Bid Amount.

• If no contract is awarded, all security deposits will be returned

The Owner reserves the right to waive any irregularities and to accept any or reject all bids when, in the opinion of the Owner, such action will serve the best interest of the Owner.

November 17, 2017 – RFP for Construction Inspection Services and Timelines

The Building Expansion committee finalized a Request for Proposal for Construction Inspection Services this week and it is currently posted on our website and at the BSB Chamber job postings.  We also completed determining the phasing plan we will submit with the construction bid documents.  Here are the timelines for both:

October 23, 2017 – Update

We have moved from the design stage of the architectural plan and are now working on refining construction documents. We expect those to be complete before Thanksgiving. We hope to issue a Request for Bid from contractors in mid December, with a plan to have them file submittals in early January. If all goes well, construction may begin sometime in February with hopes of completing before summer of 2019.

Join us September 11th from 4:00-7:00pm to talk to the Marmon Mok architects about the plan they have been developing to expand our library. They started working with the staff, building committee, and boards in March.

Susan Herr is the director at the MFP Library. She can most often be found at the library in her fishbowl (office behind circulation desk) and sometimes out helping community members in the building. Her favorite book genre is non-fiction. Outside of work, Susan enjoys gardening, doing art workshops and is obsessed with shoe shopping (she has a ton of really cute shoes).
